Not only activity matter, but the quality also.

If they join just to get the award, they will probably do LQ posts to rapidly boost their post count then leave. This is activity but this is not the type of activity we want...

Not all the time.

The only person i saw that was making LQ posts to get the Support Feather was Gregarious,But there may be more since I just joined not too long ago.
