I just post my link around facebook and in busy chatrooms.
Sometimes people sign up, sometimes they don't, but it gets them on your site. Include sections on your site that are going to interest & reach all sorts of people. Your site is not on the ground, it's in cyberspace. I twitter the heck out of every new post on my forum lol. It gets about 20 people on constantly for about 30 minutes or so.

Take part in a lot of forums that are the same subject as your site and have your site in your signature.
