Why won't it run? (PHP)

Well, I followed a tutorial on how to make a contact form with HTML/PHP (the one in the stickied list) and everytime I click on the "Submit" button, I get this:

In IE it "downloads" itself, in Chrome it just gets opened in the new tab like a text file. What's wrong?

I want to run it on my local computer. I downloaded and installed XAMMP but it won't run anyways.

Download Wampserver. Use this video for guidance.
