there's alot of cheat codes that are really cool for that game for PC just google a torrent of direct links to download it for free.

How to install mods? Well, it depends on which part of the game you're modding (like sounds, models, textures... )

For models and textures (like replacing a car with another one you found on the net) you have to use ImgTool 2.0 (you can find it on GtaGarage, just google it). With every mod you download you will usually get some instructions on how to install it. The most common process is opening your gta3.img archive with the ImgTool. Archive is located in the "...\Program Files\Rockstar Games\GTA San Andreas\models" folder and replacing the ".dff" and ".txd" files with the modded ones. As someone suggested, check out Youtube. Don't download anything they offer to you, you can find all the tools on legit websites from a trusted source.

For sounds, you need a SAAT (San Andreas Audio Toolkit). It's a bit more complicated then replacing a car or a weapon, your best bet is to checkout Youtube and then download the mentioned programs from the legit websites.

These are some tools that may come in handy and are trusted and legit:

- ImgTool 2.0
- Alci's IMG Editor
- SAAT
- SAMI (San Andreas Mod Installer)
- TXD Workshop
