It could be you're explorer.exe.

Update I thought Microsoft had gotten all the bugges out of Vista. Update OK, I had to restore my computer to factory settings, but when I did that it didn't look or act like it did when it was first opened. My question is why is this? P.S. I'm on a deadline so I have to type fast. Note if there was a sign Smile it'd be in this post. Also can you restore from an External Hard Drive, and if any one is confused by that statement, just say so and I'll explain. Update Hay, Bugsy, I'm having trouble reinstalling Malwarebyte, AKA I can't find the download button.

Hit the windows key and R at the same time. Run will pop up and type in "explorer.exe" and the taskbar and everything else will start back up. It's much easier and less time consuming than restarting your computer.
