Run Linux Mint or Ubuntu, either is fine.

I suggest running Ubuntu as its easy to use, even easier to install all programs, only 4gb needed to proceed with the install, download is around 600mb i beleave...

Ubuntu is best for beginners, as it is simple and straightforward.
a 250GB HDD will be fine, as Ubuntu only uses 2-3 Gbs when you install it.

Also, I recommend allocating around 100 Gb's for Ubuntu.
