Mybb IP Problem

Hi,
I have an question about mybb.
An user create an new account, but the registered IP isn't he's ip, is IP of my forum.


195.xxx.xx.xx is my website's IP

Is the whole IP the same? Because I have the IP 92... and other members from the UK have 92... with really similar IP's.
