The way it's done is really poorly, the way things should be done to change the eye color, i've explained here. This is the way you get the best results:

"Eye color" layer was painted on with the basic brush, then modified with the pen tool to get the sharp line before the upper eyelid, and the selection of the pentool was deleted, after the painted on part was put through the filter of guassian blur, you can also just use a low hardness on the brush to go around it instead. But it's all about fine tuning after.
ORIGINAL IMAGE should NOT be changed at all, to make things more professional, you want all your changes in your projects to be reversible and editable, no matter what.
