I was wondering first of all which language I should use, and second how I would go about doing this.

I would like for a user to fill out a form, and then a new web page to be created with that information on it. For example the user would fill out a title, and then a message body in the form, but I want it to be put into a new web page, and for it to be formated how I want it. Thanks in advance!
