Which process is using "SAM" files in windows?Can the process get unlocked?

I have a doubt in my mind,
when we try to copy the files on the folder
"c:\windows\system32\config\..."

it is saying some thing like "this file is being used by the operating system"

why it is till being used by the operating system even after we logged on to the operating system


what kind of process is running or holding those files?

Does it have any kind of persistancy?

how can we end the process and how can we copy it?


Looking for some explanation to understand this
