What's a good program to make mashups with?

I don't really need anything too complicated, just something that i can put 2 songs over eachother switch where the sounds go (left and right), something I can speed/slow songs with and something I can cut songs with.

On mac, I was able to use garage band for this. Is there something like that for pc?

For PC you could try Audacity, or Mixcraft.
