If you really want the site to do anything you're going to need to get your own domain first of all.

I'm not really big on the design of the site either. It's all very flat and web 1.0. You gotta be flashy for the kids now a days.

Provide us with some more information so we can help you out a little bit. What is the site about? Who is it's audience?

The GIF banner is somewhat annoying, since you can't really pull it out of sight since there's no content to scroll through. The layout is kind of weird, since there's a chunk missing from the body. The color is nice, but you might bold those neon green topics to the left, so they are easier to read. Also, get a domain.
