Windows Won't Shutdown/Restart

Ever since I installed Windows 7 64Bit my computer refuses to shutdown unless I hit the power button. I tell it to reboot, and it just logs me out, I hit the shutdown button from the login screen, just logs out again. I hit shutdown from the start menu, logs me out, doesn't shut down. I'm afraid I'm going to totally screw something up if I keep manually powering it off like this.
