Few questions about iPad

OK so I NEED an iPad next year for school, I plan on buying the newest version of the iPad.

First question: Will their be any new iPads coming out in the near future, so I am not just buying an outdated one.

Second question: My school has everything blocked (Facebook, Twitter, Mail app, etc.) and I was wondering if their is anyway to get around that, without going to proxy sites and sites along those lines.
