I really don't reccommend making a website like that.
i would say to get webhosting, find a template and integrate php login/ posting or just get wordpress IMO.

I have posted this a couple of times, use http://www.opendns.com/support/cache/ to clear the caches on servers to make your propagating time faster, if it isn't loading after you flush the dns, it is you.
