1. Right click on your desktop and select Personalize
2. On the left pane of the window, select Change Desktop Icons
3. Under Desktop Icon Settings, select the icon, which you want to reset to default.
4. Click on the Restore Default button to reset the icon to the default Windows 7 icon.

Just wondering if you are facing the same issues ounce booting into safe mode, if this problems persists and it's bothering you try restoring your computer to an earlier date via system restore.

It's not just on the desktop, it's everywhere.
But only regular windows icons.

System restore is your best bet.

Sounds to me like the .dll files for your icons could be corrupt or missing for some reason. Try restoring to default, and if it really bothers you, do a system restore.
