I think not.
I don't see why I should justify this at all, but I'm feeling generous!!
I have nearly always used colors in my posts/threads,
as I find it useful to highlight certain words etc, as in this thread here:

Plus, it gives them all a uniform look and style.
In most cases, I usually get positive feedback from others,
regarding the information that I have posted, as that should be the first consideration, not how the information is presented!

use colors in their posts as well, especially the first one, which is awesome imo!

I'll guess that I may see, just how 'experienced', you appear to be,
whenever I see any advice that you may give to others in your replies, or when I see a thread of yours.

Maybe so, we'll see I guess, if he does do it before that time.
Maybe the test needn't necessarily be useless, as even if he was not able to download,
maybe he could still get an indication of the type of speeds he could connect at, unless throttling restricts your connection, even if you don't download with it.
I couldn't accept an ISP like that, it's just awful, that type of restriction.
