First things I noticed:

1. The banner looks poorly made.
2. Each word in the 'you are a guest' message should not be capitalized.
3. The 'you are a guest' part needs to be placed elsewhere.
4. The <marquee> elements that are informing suers of the new feed / other things is a) annoying to wait for and b) annoying in general. I suggest making a stickied topic in the announcements section about it.
5. The theme is nice, so that's good.

I can't think of much else.

On the first look... it's nice.
The banner needs changes, and you should give credits to original authors of the scripts you post.

you need a huge over haul in the graphics area.

it looks like your banner and section images were made with MS paint.

but i do like the layout and the background very much
