MySQL Database Problem

What am I doing wrong? This error comes up when I give my MySQL database details.
Code:
Host 'x-xx-xxx-xx-xxx.xxxx.xx.xxxxxxx.net' is not allowed to connect to this MySQL server

I'm guessing it has something to do with my ISP.

Is your SQL on a different server? You must make sure the user has permissions remotely.

Best idea is to contact your host about this.

Check to make sure you can telnet to the port as well.

It's run off the same server. And my host is my PC. I just want to get a working forum going to work on my basic networking skills.
