I suspect he is not DDos'ing my forum since it's not loading for me.

Wow....how did he get the .com so fast? I looked a couple days ago and it doesn't appear to have changed hands.
And he probably is ddosing you. Welcome to my world. I deal with this kind of nonsense on a daily basis.
Doh..I know who it is. Same guy DDOS attacking MyBBCentral.com right now. His handle is Nitro. Not sure how old he is but he is very immature.
You may need to send a DMCA notice.

Isn't this in some way Illegal? Like plagiarism or copyright infringement? I know DDOS is so who do you tell about these situations? Just get your host to email him?

Well the logo is trademark infringement. The text of the forums is copyright infringment. A proper DMCA notice would get results. I've already made contacts to start notices.

I've gotten two of his sites suspended. One more to go.
Oh and OP's site loads and the wannabe doesn't. Let's hope his situation is getting resolved too.
EDIT: And that's #3 down too.
My job is done. People think I can't do anything about copyright infringement. They are wrong. 99% of the time I get them shut down fast.
