As for the best place for getting offshore servers, can recommend warez-host.com provider.
The combination of quality and cheapness makes them attractive for the greater part of the web masters.

Make sure to contact them and see if they can do services for you such as restarts etc fast. Also confirm what kind of conditions your server would be kept under - that is very important.
I can say that Centohost.com is a well-known web host for getting dedicated servers at. Easy to use, friendly interface!

Kvchosting.net is simply the best hosting provider out there. I can't tell you how good the customer service is... it's just incredible.
The price is great and everyhting is perfect. By far the best host I have used: ever.
