It's probably not allowed, considering it's a whole new person behind the account. Less downloads = Them not happy.
Watch out I think FileIce has you SSN from when you registered.
If you're talking about on SF, I honestly have no idea.

It is stated in the TOS that it is certantly not allowed. Your will be doing it at your own risk and could get your account banned!
