Well I would suggest pluging it into your computer and try it, but if that does not work call up apple.

try booting it in DFU mode and see if that helps.

If nothing works worst case scenario you take it to the Apple Store and get a replacement.

Have you tried putting it in DFU mode? Do this by holding down the sleep/wake button at the exact same time as holding down the home button, tell me what happens from there.

Try to force restore it by putting it into discovery mode, that should do the trick. If not call up apple and they should be able to help.
