Infinity Ward makes games that are more entertaining. Doesn't keep up with their games.
Treyarch makes game boring. They keep up with their games and enforce the rules.

I agree, why not have them both make CoD, I mean think about it:
You would be getting new CoD games twice as fast, with both Companies working on them, they would keep coming out, and you would never run out of Game-play >.<
