Use Flash, not PhotoShop.
PhotoShop's sole purpose is image editing, not animation.

in photoshop you cant make anything move, if u use flash u can add effects

I disagree of using Flash for animations, Flash should be used for real flash movies/object.
take a look here it was really helpful for me when started learning about the Animations with photoshop
