Basic common sense. I know some people who get promoted because they know the admin/staff/moderator and they will try get their friend a spot on the forum.

I see all you guys making "guides" to processes that don't really have a "one size fits all" solution, selecting staff is forum specific based on a lot of factors.
There's nothing wrong with that.
Once my site is up and running i shall be recruiting staff but not straight away they will have to get my trust and stick around first.
Lots of the first registered members will try their best to act the role of a staff member because they realize that the site needs staff at some point too. Which is why you shouldn't choose staff right off the beginning.
You shouldn't have staff apps in the start because then people will join just for that.
