Start your own country with no anti-piracy laws. set up a server there. other than that, theres no real 100% secure way to do this.
You shouldn't be asking for help on how to start a warez forum here. If warez is against the rules, what makes you think this won't be?

Offshore isn't bulletproof. To me, (And i think you) Offshore could be sweden. It has waaaaaaaaaaaay crazy piracy laws, but thats still offshore. Its bulletproof you need.
