Word of mouth is the best advice I can give you.
Post it in your MSN status, Skype, AIM, Myspace, all sorts of sites, but don't spam it.
Hell, even write it on a piece of paper and tape it to a wall at school.

I find putting them on pay to click sites will increase the statistics that Google collects, increasing your traffic.
I would suggest sites like Neobux or Gagabux, which are two big names in the PPC business.

The best way to get members is to add content and have a good site. Then it will spread by itself.

Who told you that? To boost members, you must use other methods of promotion, like the ones mentioned on this thread. You can't just create an awesome site then sit back and expect the members to flow in. It takes hard work to get good results.
Look at Omniscient for example, he has done many promotional things, like PM blasts and other things to promote this forum. I mean, how else would we know about a site that has just been set up?

There are an infinite amount of promotional tactics, but you stated the main ones.

You should use alot of sites like YouTube, Facebook, put a link in your name in msn etc. Try to advert by yourself Its free and its not so much work for that. But community sites are the best way to put some advertisement for your forum

There's plenty of black hat ways, but in the means of doing everything legit, you can advertise on Social Networking sites.
Of course there is google.
