Problems
*cmd is blocked and notepad is blocked. bat files are blocked.
*internet connection is slow
*a lot of websites are block too like facebook, friendster, ucoz.com, webs.com and etc.
how can you remove all these blocks and make internet connection faster?
Are you in school or computer centre?
If it's in a school, chances are you won't be able to use them.
Even if you use epic-haxzorz.
If you can plug in an external USB device (flash drive, portable hard drive), or a disc, you could probably write/burn a program to the device/disk, and run it through there.
But if it is a school, chances are they log activity, so you'll need to be careful.

Sorry, then. It'll be very difficult to bypass any restrictions.
Use a portable Firefox. Put it on your flash drive, and run it from the drive. Most likely the computers have DeepFreeze on them which does not allow you to make permanent changes to the computers. (They restore back to their original state upon reboot.) Using the Firefox through the flash drive will be slow, but it should bypass the school's filter.
