Just learn HTML and CSS, it's quite simple.
w3schools has everything, but i also find downloading prebuilt templates then recoding them, moving things around ect helps alot. Well it helped me Smile
I highly recommend http://www.w3schools.com if you're a beginner, but advanced knowledge can only be found in higher education (college) or out in the field.
