I'm in the UK.. So, maybe it's a UK thing??
limited ... ouch! you gotta be lucky if you pass the CC thing, but the proof of address might prove a pain in the ass.
Maybe if I phoned them they could accept my card?

Well I'm in the UK too and I never had to do any of that, just verify two transactions to my bank account.
It is illegal to use someone's card. paypal will charge the card and send codes with the charge to credit card statement.
Only credit card owner can see his statement.
best to get your own credit card and your own bank account.
Hey Man, I would buy a prepaid card. Thats what I have. You can get the ones that are disposable or the ones that you can add more funds too. At least if you do it this way, it is completely legal.

Can this be verifed using a credit card?

This is definitely the worst things you want to see on your PayPal account, and i've seen it many times.

One time I even tried to resolve their over 9000 issues. they just keep adding more.

play it safe on paypal, ESPECIALLY if you are dealing with eBay transactions.
I've rung paypal, and they've fixed it for me. Maybe i just had a good customer services agent. But he was dead nice and just made me activate my bank account again, the two deposits thing. Smile
