I would probably use PHP. It's not hard to understand and generally pretty easy to edit/use.
And I would probably run this one:

I was thinking of doing something like that. Most chat rooms and gaming websites are blocked at schools/work. If I made an all in one gaming chat room Youtube clone I think lots of people would use it.

One problem I notice with that is it requires Java. Some schools don't allow Java so that could be a problem.

My school allows it, they're pretty laid back with all that. Just anal about what sites you actually visit. I have a domain that isn't blocked (cameronsprivates.com) and is just sitting there locked from my old host atm.
