The main reason people offer via PM is to prevent the ideas from getting to saturated.
It does make it a little hard for those who cant accept pms. But you only need to make a few posts in order to have full access to PMs. Personally i think its a worth while trade off. A few posts for possibly a good idea on making a few $.
I cant personally say for this method as i have not tried it nor know anything about it.
