Basically im looking for someone who can code the same idea as patie.org

obviously not the exact same i just want the basic code to paste text and upload it to the site where anyone can view.

then i'll expand myself with the design and so on.

There are numerous open source pastebins available for you to use, and customize. One of them is stikked, here is a link: http://code.google.com/p/stikked/

If you do your research, you can find many ways to set up a pastebin without paying for it.
