Is it possible to make a .net program to develop web cam capture so it can tell what is your fingers and face are etc...

So it is possible though with C# or C++?
I'm not sure if there's any C# or C++ libraries for that sort of thing. You may need to build your own. Have a look around. You'd need to be very experienced to be able to work with visual recognition stuff like this.
