I'm not sure if I've ever heard of a program that does this. Are you asking how to remove factory applications?
If so, you go to Start>Control Panel>Programs(Uninstall a Program)
Hopefully this is what you were looking for. If you were looking for an actual utility, I'm afraid I cannot help.

I havent heard od that kind of program.Cant you just delete those applications manually?

Most of the windows default applications like IE 8 are not removable. Well IE 8 is, but most of them are integrated into the OS.

You can't remove Internet Explorer, you can only disable it from making connections to the Internet and receiving connections.
Tools > Internet Options > Connections > LAN Settings
Tick the 'Use a Proxy Server for your LAN' box
Type 0.0.0.0 in the address box, and enter 80 for the port.
To thoroughly remove other programs, including the leftover files and registry keys, I suggest Revo Uninstaller.
