I wouldn't consider this a full project on it's own. I did this with my notepad application, and allowed the user to have configurability over saving their presets for colors even to a .ini file.

Well obviously it's a project, if it wasn't then you wouldn't be able to compile it. I'm only saying that you wouldn't use this as the only functionality in your application. What good is an application that just changes colors? Takes up space on your hard drive, and it gets put to no good use.
