Have you done any recent modifications to the computer? PSU's are expensive compared to other parts. I still think it's a PSU though, if it was RAM you would get the beeps during POST, are you getting any?
If your computer is not starting the pre-boot test, or "beeping", it could very well be the BIOS!
I had this problem, turned out to be a very expensive problem! All I had to do was push the BIOS chip in!

Try poking it, with enough force to push it in, but not enough to damage it (as if you were poking someone above their hip to shock them)
