The first time ever recorded, someone negs someone else for POSITIVE rep.

Have seen that before, also have seen other way around.

then he remove his neg rep, then negged me again because I didn't remove the positive.

His name and the way he spelled "ReMoVe" says it all.
This is also another reason why we shouldn't bring -rep back, reasoning doesn't make sense to some.
