I seen some closed accounts and they where still logged in.
Anyone know why?
It probably means they are banned. Even though they are logged in, they are stripped of basic privileges like viewing the forum, PM's, etc. They will login and it will just give them a No Permissions page.

Banned members are not stopped from logging in. Restrictions are enforced afterwards.
