yeah im on windows 7 ultimate
Go to Desktop, Right Click with your Mouse then Click on Customize, click on Window Color then click on advanced appearance options. Here you can change any color you want.

I would love to know what code in Visual Basic can do that. I run a lot of Apps as admin so thats probably one way they try to mess with you is by editing a value to screw you up.
