So I really want to gain some muscle, but I only care about my biceps, because everything else is pretty tone. So my question is, how do I do it properly?
I have a gym membership, but I've heard of muscle exhaustion and don't want that. I also have access to protein shakes, pills, whatever does it.
Thanks
Workout + Eat healthy + Get daily exersise + Don't sit infront of the pc all day = MUSCLES!

Sorry, maybe I wasn't clear. I'm basically wondering how much I should workout my biceps.

"Never train your biceps if they are still sore from the last workout."
So basically wait until they aren't sore, then workout again?

Correct. Even if you did so, it would be painful to to workout being sore.
I would recommend eating carbohydrates before your workout, and protein after.

Perfect. I'm on depression medicine that makes me crave carbs, and I have protein shakes.
Thanks for the advice.
