What is the snipping tool? I'm a bit confused. At that note, I don't know if there is a tweak / modification for the tool you're looking for but I sure as hell can look if you went into detail.

This is a windows tool used for screenshots... It's VERRY Helpfulll... you should try it out ;)...

I think the OP means this.
Takes a screenshot he cuts out the section he wants then pushes a button and it uploads that section he selected up to Tinypic.com.

Tweaks as in what? you need to be descriptive. That could mean 1 out of a million different things. Tweaks for changing contrast/color/background/adding in pen drawings/etc.
Also, when I make a screen shot, I dont use this "snipping tool". If you downloaded it, it's a waste of space on your computer lol. You already had paint, which is all you really need.
Press the print button on your keyboard then open paint and press (Ctrl + V) to paste the entire image. Then unselect the entire thing, and select the part you want to be in the image, go to image> crop and you have your cropped picture. File>save. Upload to an image host.

OP wants the SNIPPING TOOLS APPS to automatically goes to tinyPIC for uploading Captured screenshot / Snipshot.

No. It can be done, I'm just not exactly sure how you'd go about doing it. But it can be done i'm pretty sure.
