I know it failed, but its my first try with Sin City effect lol.
I made this by 2 different tutorials, because they are all too confusing.

Is that meant to be rain? It really doesn't look realistic.
The render has been badly done too.
Text looks bad.
I suggest using a different turtorial, keep working on it and you'll improve.
