I forget, I used myBB for a while then switched to IPB so i'm not sure if they have this plugin.
There was a plugin where you were forced to read the rules I believe before posting. You can setup that one.
I'm not sure what the exact name for it is though and there are hundreds of plugins sporadically across the net so it'd be hard to find it, maybe.
Good luck. As for the EXACT thing you are looking for you should look into coding it yourself. I'm sure you can check out the welcome guest message and edit it so it applies to a "novice" usergroup, and when that user posts about 5 times you could have the group upgrade to the regular member usergroup. All temporary fixes, however it may work to your needs with some tweaking.

The rules one sounds nice, then in the beginning you could add something for all new users, etc.
