I'm pretty sure it's new since I haven't seen it before. On a thread you created go to fully edit the first post and the option will be at the top.
Post a thread in the Test Area and link it here. Then see if you can delete it.

I believe that the option is visible, but regular users don't have account permission to use it.
Well I just noticed it so Omni must have recently changed something.
